Manila Police Torture Video Sparks Outrage

MANILA, PHILIPPINES: A torture video shown on Philippine television via ABS-CBN shows a raw footage of a man being tortured by a police officer. The suspect was nude from top to bottom and seems like he is being beaten and his private organs are also being brutally harassed.

"This is very disturbing. They treated him worse than an animal," said Coco Quisumbing, chairwoman of the country's Commission on Human Rights, who has reviewed the clip.



"This is the very first time that this happened (actual torture caught on video) and it is groundbreaking."

The chief of police of the community precinct in Tondo, Manila, Sr. Insp. Joselito Binayug had already been relieved of his post together with 11 other police officers under his jurisdiction. Binayug was identified in the video and other police says that they are already receiving similar reports that indeed torture is a common scene in the station.

"There is no place for a policeman like that," Manila police commander Chief Superintendent Rodolfo Magtibay said.
